What is this module all about? 

Government is an important stakeholder in so many systems around us. It often sets the rules, controls vast resources, delivers public services directly, or controls the quality of services delivered by third parties. Therefore, when we as social entrepreneurs think about systems change, we need to consider a strategy for how to engage with government, rather than circumventing it or building parallel structures. 

Ashoka’s research shows that an increasing number of social entrepreneurs worldwide recognize working with government as an effective pathway to systems change. 75% of Fellows achieved policy change within 5 years upon election – at the local, regional, national and international levels.  

This module provides resources that will help social entrepreneurs with choosing the right tactics for working with government. It is our attempt at collecting, analysing and sharing the vast experience of Ashoka Fellows working with government, so that our broader interested community of social entrepreneurs, funders, and intermediaries can benefit from this experience as well. 

The offer 

The Government Alliance module consists of an online course with 7 weekly modules including animated videos, 8 case studies of Ashoka Fellows experienced in working with government from Brazil to India, a workbook with exercises to develop a comprehensive strategy for engaging government, and a rich library of additional resources. 

Participants will come together each week, after having watched the videos and worked on the exercises individually, to discuss findings with their peers and dive deeper into the topic during our course calls. 

The course runs for 7 weeks from the beginning of February to the end of March 2021 with a time requirement of about 3-4 hours a week: 

  • Weekly group calls for peer-to-peer learning based on videos and exercises: Thursdays at 3-4.30pm CET from February 2021 to March 2021: Feb 11, Feb 18, Feb 25 | Mar 4, Mar 11, Mar 18, Mar 25  

  • Weekly online learning materials: Videos and exercises for the online course are sent weekly before each group call. 

We highly encourage participants to block the online group calls and time to watch the videos and complete the exercises in their calendars ahead of time. 

The online course was created thanks to the collaboration and decade-long experience of the Ashoka Globalizer Program, the involvement of Ashoka Hello Europe, as well as of course many valuable inputs from Ashoka Fellows.

Meet the module leads:

Nicole Pagan is Project Manager at the Ashoka Europe Fellowship Program. She is also co-lead at Ashoka Switzerland for the selection and support of Ashoka Fellows. Nicole studied Political Sciences, with a focus on International Relations, at the University of Bologna and at Sciences Po. Alongside her studies, she dedicated to organisations in the fields of anti-corruption, migration and climate change. She is strongly passionate about these issues, carrying additional projects on the side.



Florian Rutsch co-created and co-leads the Ashoka Europe Fellowship program including its co-learning modules on system change, new leadership, and wellbeing as well as its ecosystem initiatives on funding and support for systems change. He co-published the report Embracing Complexity: Towards a shared understanding of funding systems change which is a collaboration among several leading sector partners and based on, among others, his previous report Seven Steps for Funding System Change. He is also a co-creator of Catalyst 2030 and the Elders Council as well as a thought partner in the Ashoka Globalizer, Ashoka's leading accelerator for system change strategies.
